Pop pop, you are a knowlegable dude in this field. I would say its a shortsighted strategy on the IAAF's part. Maybe the audiences were more ignorant/naive in the 80/90/00s, but i think anti-doping policy is coming to experience large reforms. I hope..
This idea of "protecting" certain athletes sounds like uninformed conspiracy. We know that Lance had a special friendship with Verbruggen and the UCI, but I have my doubts that anything in IAAF can be compared to that.
But regarding Gatlin, I think he got screwed, and continues to get screwed by public opinion.
He should never have been banned for ADHD medication, and he should have only served the standard 2 year ban for testosterone.
Instead he served a 2 year ban, plus a 4 year ban, and "everyone" would have that turned into a lifetime ban.
I would have to agree with Travis Tygart, who said that Gatlin served his time, and he should have the right to compete again.
