I think they were on the banned list, but only generically, not specifically.
For example, this is a section for the 2007 WADA's code:
PROHIBITED METHODS
M1. ENHANCEMENT OF OXYGEN TRANSFER
The following are prohibited:
1. Blood doping, including the use of autologous, homologous or heterologous
blood or red blood cell products of any origin.
2. Artificially enhancing the uptake, transport or delivery of oxygen, including
but not limited to perfluorochemicals, efaproxiral (RSR13) and modified
haemoglobin products (e.g. haemoglobin-based blood substitutes,
microencapsulated haemoglobin products).
M2. CHEMICAL AND PHYSICAL MANIPULATION

include but are not limited to catheterisation, urine substitution and/or

So does "...won't be competing in Beijing" mean none made it on to teams, or that they won't be ALLOWED to compete in Beijing? If Tomashova is one then the latter would apply, I assume.

If there were athletes from a wide variety of events that were busted why did they only drop the hammer throw?
Why stop at 8 or 10 years ago, let's go all the way back to 1968 or so??
Cool but this means almost nothing until there are actual names put out! It's like the trailer for a movie that you see in theaters...nobody has seen it but we have a good idea on what it is.

OK, but we don't know that for sure, but nice distraction from the other list, is she on that?, we don't know, although Kimmage has virtually spelled it out, because she's keeping quiet, which is unusual for her when there's doping allegations flying around.
The IAAF trying to salvage its image by busting a few dirty dopers from 10 years ago, now we know at least a few of today's dirty dopers will be caught by 2025. That's great.
Bekele is definetly going to be one of them. He actually had a positive test in 2010. The IAAF made a deal with him. He could take a self imposed 18 month ban and the results would remain quiet. Remember after the WC in 09 he had that "mysterious calf injury". Well he was never injured. However him and his camp wanted to make the public think he was injured. He wasn't. The injury NEVER existed. His name I'm sure will be among the 28.

Wasn't there a mystery in 2011 at daegu where he was injured and came back to run a fast 10000 shortly after
