Legalize all doping. Then everyone is 100% clean!

I was going to say that, but every month. Along with percentages of athletes targeted for followup, and whether those followed up were tested again.
The Willis story hinted at cutting team places for Worlds/Olympics. A points system involve outright failures, suspicious results, and (most of all) failures to have enough independent tests actually carried out would be good too. Having your countrymen hate you would be a pretty good disincentive...

I'd have testing done by an autonomous agency that has no connection to the promotion of the sport and therefore no interest in keeping big names eligible. I'd have fines for convicted dopers, it's all done for money, and make them ineligible for prize money or championship competitions until their fines are paid. I'd ban athletes from the Olympics and Worlds I'd their countries do not cooperate with and help to fund the testing agency.
HRE and pop_pop are right on as far as I am concerned.
If I were the head of IAAF I would use all my time and power to solicit independent funding, a sugar daddy or five. There is so much financial dependence on shoe companies, one in particular, and others with vested interests in there being no big names popped that it is like our government with lobbiests. I would try to become financially independent so that I would not allow $ to run the sport.
PS, I'd have a maximum number of athletes or perhaps a percentage of athletes an agent could have who are caught doping and once that number is exceeded the agent would be decertified for maybe five years at first and forever if there's a second offense.

This is what has to be excised--the rot at the top. IAAF knew perfectly well about those 800 suspicious profiles and chose to do nothing about them. Now consider Lord Coe's statements this year:

The rot is at the top. The way I see it, the President and all the vice presidents of the IAAF should be forced to resign by the IOC. If they don't, the IAAF should be kicked out of the Olympics, starting with Rio.
I don't think this corrupt system gets fixed at all unless the US Government brings criminal cases against the corrupt officials at the top--indict them, convict them, and throw them in Jail--which they seem to be doing a great job of with FIFA.

) collect and test all athletes's hair. No haircuts except from official IAAF hair collectors. This allows testing them literally 24/7 instead of just a few times a year.
) be the cops. Give busted athletes token sanctions in exchange for throwing their coaches, managers or sponsors under the bus. Set people up in sting operations. Install people undercover to climb the corporate ladder in major sponsors and build a case. Send stool pigeons to dope doctors to gather evidence.
) ban all former elite athletes from IAAF leadership positions.
Just Act Like the Commissioner of Major League Baseball.
Death penalty to dopers. That'd be a good deterrent.
On a more serious note, go CIA on their ass and hire private investigators to spy on suspected athletes and collect evidence. Seems to work well for the ARD reporters.
Ban all NOPers for life. Take away all radcliffe records and results.
Permanently freeze store a portion of every testing sample an athlete gives over their entire career. All samples to be permanently subject to any future tests that become available to detect currently undetectable doping. Any tests failed in this manner to result in all that athlete's results being stricken from the official record, all medals and prize money returned, and lifetime ban from all athletic facilities.
How would you get money returned from an athlete who has retired?
One and done.
Violators get one strike. Lifetime ban.

Permanently ban any coach who plays doctor in any fashion: No blood chart review. No contract with an athlete's medical professionals. No suggestions of any sort to an athlete to take anything--drugs/supplements/vitamins--, whether allowed or not.
