Pretty clear to see that the last few letters of the surname are F's and E's
the idiocy here can be impressive
Take that image into Photoshop and use the hi-pass filter and then multiply the later a few times on the hard light filter and you can see the last 3 to 4 letters if that image is genuine.

Uh oh, this doesn't look good. It's just an aggressive horizontal blur, which means that any letters with strong horizontal components will persist in the result. E's and F's. E is a pretty common letter, and so you can see the horizontal lines within a lot of the names. The GBR athlete in question has horizontal lines at the end. 'Ohuruogu' definitely does not fit, and it's more likely to be RadcliFFE than HolmEs

a more fruitful endeavor might be to compare the length of the names of the french athlete above and the german below.
But it is all a useless blur. Or nearly useless....
Since we are talking about the horizontal aspects to these smudges, I note that the German name is much more likely to end in an E as the top, middle, and bottom horizontal bars appear much more distinctly than the Brit name above. And the German's is clearly the longer name of the three, French and British being about the same length.
Can someone please send the blurred image to a crime lab for processing? This is an urgent matter.
