I agree that certain times are suspect, but they are not impossible naturally. Seeing large numbers of people produce certain times however raises suspicion. The fear of better testing is why the numbers of sub 13 runners and sub 27 runners has dive-bombed. However, people in locations where out of season testing can be more easily avoided still reap some benefit from using drugs during their build up, something which a lot of people who have to put up constant testing can't do as well if at all.
I think you are being too conservative by using 1992 as the imaginary line of demarcation. The cheating in earnest likely began at the Games in 1988 with Dr. Rosa and crew providing us from 1987 on with a Kenyan team that literally tripled its numbers of contenders in events from 800 - marathon, and then the numbers increased from there. EPO is easy to buy all over the world. Heck, there are all sorts of discussion boards on the net for different sports that list dealers for different types of PED's.
There probably are natural medal winners in the middle and long distance events since 1988, but not many, and I wouldn't be surprised if the majority of E. Africans were doped, much to the chagrin of the PC police.
