Well I know for a fact that Alberto is as guilty as Al Capone was.

I also know that they had to indict Capone on tax evasion because they couldn't prove anything else. Even though the entire City of Chicago knew he was a mob boss.

I think what the previous poster was getting at is that, although an athlete can be proved to be guilty, they cannot really prove innocence. Unless someone followed Mo around with a camera for literally every second of every day, we will never be able to say for a fact that he didn't do something illegal

The program was produced by BBC Scotland who's entire annual budget is only 100 million.

The program consisted of a few fave to face interviews with whistle-blowers and a coach class flight to the US and filled an hour of prime-time and probably cost less than $30,000.

It's distinct from a tax in that it's not charged by (or paid to) the government but to the BBC, and that you don't have to pay it if you are not consuming the service (e.g. if you don't watch live tv but instead only watch prerecorded tv or catch-up tv on the web you don't have to pay). It's more akin to a utility bill: if you consume electricity then you have to pay the utility company, if you use electricity but don't pay then the utility company can prosecute you, but if you don't use electricity you don't have to pay. I don't think anyone would describe a utility bill as a tax.

It's not strictly true that you are paying for a service that you consume. If you never watch the BBC and have no wish to watch the BBC, but only watch advertising-supported television like ITV or Sky, you still have to pay the license fee, which goes to the BBC.

It's fair to describe the license fee as a tax on television viewers that subsidizes one of the market participants while other market participants are supported mainly by advertising. Whether that's a good thing or a bad thing is another question.
