In my book, a "time trial" means you show up at the track or on your road course, no pacemakers, no cheerleaders, no coaches, no friends...no one watching or anything. It's just you against the time and distance.

My Half-marathon PR is 1:16:24. If someone asks me what my PR is I may say the full time or just 1:16. Sure, I haven't run 1:16:00 But I also have run faster than 1:17:00.
And like Star said, runners truncate. If you are not happy with that, fair enough. But... runners truncate...
Who cares if it was 1:46.9 which is hardly a 1:46 runner, and I am sure it was hand timed , so what? 1:47, who cares.
What matters is Nick is in really good shape and raced those 5Ks effectively if not fast and he could very well PR again in Monaco.

if a guy runs 359.9 for the mile, he's in the sub 4 minute club..

Rieti is not known to be a short track. There was a silly rumour back in the &0's suggesting it was short, but subsequently measured and found to be the right length. The fast times wouldn't be allowed to stand if there was no accreditation that the length of the track was short.
I doubt Monaco is short either, but that doesn't mean it's a track that comes within the legal range of energy return. There are supposed limits to this, but that doesn't mean all tracks are at those limits, meaning some tracks are faster than others.
