You've got this backwards. The athlete has to contact USATF to indicate his/her interest in running said event. (Note: this is only for the marathon and race walk. The selection process for track and field events is different and is based on the finish at the USATF meet.)

No, not true. In the past, USATF had interested athletes apply. However, athletes did not have to apply for the 2015 PanAm Games. It was left up to the National Office to reach out to athletes who met the criteria-- this is totally USATFs fault.
I am surprised though if Craig did not reach out at all to USATF after his 2:14 at Houston. Let this be a lesson to other athletes to be proactive on issues like this.
