There's nothing wrong with jogging in place. Training time is valuable, use every second. I do this all the time, it's the smart thing to do if you want to be your best.
This debate does come up from time to time on this site. Here is my take:
The GARRM (generally accepted real runner move) is to stand in place while impatiently glancing at your watch every couple of seconds until traffic clears. The glances at the watch are a must, even if it is paused as it should be.
It is somewhat acceptable to jog down the road a little bit and then double back.
Running in place is for hobby joggers. If you are doing this, you mind as well get a 13.1 bumpersticker, start posting your "mapmyrun" stats on Facebook, get an armstrap for your iPhone, etc
