There is no such thing as "lactic acid." You have to lower muscle pH to run fast, otherwise your blood can't unload enough oxygen. This is achieved by starting fast, then slowing later to stabilize pH before it drops too low. If you start slow, you just waste time and end up with a bad result, such as 3:55 in an NCAA final.
