This seems to be the most plausible explanation at the moment: Aouita's reported 36s-finish for the last 300m actually was the time for the last 290m (and the full distance actually was just 1490m). Unfortunally RAI (Italian TV company) is not responding to any request (which I have done 2 or 3 times some years back)
Since something like 100 years, athletics is searching for "the absolute truth". And I think the level which they got is really high. But still there always will happen things like here in Marseille. There have always been examples of irregularities at meetings which were televised live in many countries. Yet nobody could detect them until someone became aware of it (the Swede Lennart Julin was very good in it if I remember correctly).
Not a big speculation that there are even more irregularities at smaller meetings.
