You're not understanding a couple of things, which leads to your fallacy:
1. Chambers isn't anywhere as near naturally talented as Gatlin.

How do you know that? You also probably said that with Lance. The "naturally talented" pro-rider.
Chambers ran 10.06 as a junior. Gatlin ran 10.08.
Then, Chambers ran 9.87 (before BALCO scandal).
I repeat...Chambers, after the suspension, was 0.12 seconds SLOWER than his previous "dirty" PB (9.87).
If Gatlin is faster NOWADAYS, why he doped back in 2006?
How many male 100-200m sprinters, with 30 years old (or more) lowered their "dirty" PB´s after serving a multiyear drug-ban? And what happened with them after that? Name me at least 2.
I can name Steve Mullings. (After that 9.80, logically, he tested positive)
But look this list of banned sprinters and see the "NORMAL" pattern, like John Capel, Ben Johnson, Dwain Chambers, Tim Montgomery, Mickey Grimes, Mark Jelks, Marion Jones, Dennis Mitchell, etc...
