He really shot himself in the foot with that tweet (could account for the swollen ankle!?!?). If he "fixes" his shoe before crossing the starting mat, it explains the time differential, but his chip hasn't started and he has no time to make up. If he fixes his shoe after crossing the starting mat, he loses some time, but then he still has to explain why he lined up in back.

If I was Rojo, I would be contacting the RD of today's 5K to see if they had any anti-cheating measures.
It would be much better for them to expose him ahead of time than have to worry he is going to cheat at some other race before the challenge expires. If they can show he cheated at this 5K (and still didn't break 20:00, LOL), the burden of proof will be that much more stringent for any future claims.

This is going to be another one of those situations where he'll claim that no one actually witnessed him cheating, and so there is no proof of him doing it.
This is one of the reasons he keeps doing 5ks that are so far away, so that people won't recognize him. And if someone does actually see him cheating at a podunk 5k, are they actually going to report him to the RD? How often does that happen? Most people who see a guy cheating at a crappy little 5k would probably think "how pathetic," and let it slide. If they do report him, it's his word against theirs, and a lot of RDs would probably just back down to avoid drama.
