Video customers did not get a refund because they DID get their videos and were happy with the quality.
Companies typically don't give refunds on big ticket items like a custom wedding video just because its late.
Would Bob give a full refund for late delivery? I doubt it.

83 COMPLAINTS FILED AGAINST WEDDING VIDEOGRAPHER, SETTLEMENT REACHED
HARRISBURG - The Office of Attorney General has reached a settlement with Bucks County wedding videographer Kenneth H. Stillman Jr. after receiving 83 complaints from consumers who paid Stillman for wedding videos they did not receive.
The settlement resolves allegations that the business failed to provide wedding video products and services for which they entered into contracts with consumers, and resolves the Commonwealth's claims against him for violations of the Consumer Protection Law.
In the lawsuit the Commonwealth alleged that Stillman, doing business as Kenneth Stillman Video, contracted with consumers and accepted substantial payments to provide wedding video products and services, but either failed to do so or failed to do so in a timely manner.
Stillman also allegedly failed to respond to consumers' complaints, requests for status updates, requests for their videos and requests for refunds. Under the terms of the settlement, Stillman is required to:
Refrain from violating Pennsylvania's Consumer Protection Law in the future;
Deliver to consumers any and all wedding videos in his possession that are outstanding; and
Pay restitution to eligible consumers as well as civil penalties to the Commonwealth.
The Bureau of Consumer Protection is urging consumers who believe they have been victimized by these practices to file a complaint by calling 1-800-441-2555 or visiting

The agreement, which is subject to court approval, was filed in the Bucks County Court of Common Pleas by Deputy Attorney General Saverio P. Mirarchi of the Office of Attorney General's Bureau of Consumer ....
