The motivation is simple. No conspiracy needed.
Go the easiest route possible.
They care about stuff like:
-maximizing the $$ (more entry fees, donations, etc.. which helps their own bottom line; maximizing races "managed"; etc..)
-avoiding potential lawsuits ($$ out; hassle; etc.)
-minimizing the amount of time they spent on the Rossi situation (probably spent less than 10 man hours COMBINED on the matter; likely didn't even review the entire summary handed to them by SaraB)
-avoiding making waves
-looking good - hence the BS explanation of their "committee" and creating the impression that they were actually going to investigate, when clearly they didn't.; deletion of most of the critical comments on their Facebook page, rather than letting them stand, or heaven forbid addressing them.
They don't care so much about:
-The integrity of the sport, etc..; integrity of qualifying for Boston, etc... (see lack of action on Rossi, lack of ANY safeguards against cheating in their race, etc..)
They are merely an example of the way the running "events" have been moving in the last decade+. Less caring about racing, accurate courses, providing good value for reasonable cost, and focusing more on maximizing the bottom line via marketing (increased participation = increased revenue), jacking up the entry fees, using the Charity as a smokescreen for personal profit rather than the main beneficiary of race proceeds, etc.
