Very very unlikely, in my estimation.
No corruption is necessary to totally explain where we are. You can't fathom it b/c you are assigning our priorities, effort, and cahones to her. Bad assumption.
Just assuming some combination of 1) different priorities ("participation" and collecting entry fee $$ rather than passion about the integrity of the sport of running, and valuing honest achievement in the sport; 2) laziness (not reviewing as much as we did here); 3) cowardice - seemed easier to delay, then avoid the DQ rather than risk getting sued (also, notice she formed a committee to make a decision rather than just making an informed decision - Hal Higdon wouldn't have formed a freaking committee, or consulted a lawyer... neither did the RD of the NOrthville Solstice 10k when DQing Kip Litton after the fact).
You are assuming the RD reviewed all the evidence you reviewed. I'd doubt it. For one, she never cared enough before to put ANY sensible anti-cheating measures in place in her race.
