At the start once the bulk of the runners pass there is someone in a blue jacket and black shorts walking back to start. Way in the background near portajohns and hospital sign. Continues to disappear in next few frames.
Don't see this blue jacket in other start pictures. Pretty hot day to have on a jacket.

The hospital may have security camera footage of the start or parking lots. Digitally archived for that date. Get on it.

Good work, certainly right profile, shorts look the same and, hard to be sure, but he seems to be wearing a dark hat, we may have him, a high res of that photo would help. Wondering if there's any other photos from other events etc of him wearing a blue jacket.

So to prevent cheaters, marathon's should eliminate all porta-potties. This would also save money.
I think we're over thinking this. He jogged for a little then just stopped and went back to his car. No one would care. He then drove to the last relay and started running again. As long as you look like you belong, you can go about anywhere.
I really like the port-o-potty theory. They can get a bit warm, perfect way to simulate sweat on a warm day. If he indeed sat in the shitter for 3 hours, he wouldn't have needed to simulate sweat by pouring water on his clothes.
No he had to have used the port a potty otherwise the whole plan goes down the toilet.
