Someone correct me if I am wrong, but I don't think it is a couple of years for a 3:30 over-50 qualifier. Rossi will be 49 when the 2017 Boston window closes in September 2016. If he forgoes the $200,000.00 challenge and just tries to get a Boston qualifier at New York or Philly in November 2016, a sub 3:30 at either of these races would qualify him as a 50 year old for Boston 2018. For most runners with Rossi's 10 and 13.1 PRs (although these are now a couple years in the past), 3:30 is not a huge stretch. If he does this, he can reopen his twitter and tell the 3 people that still believe that he ran 3:11, "See, I told you I was a Boston qualifier."
Barb McKeever will never DQ Rossi. Dave McGillivray must ban Rossi from all future Bostons based on Rossi's cheating to get into Boston 2015. Only McGillivray has the power and moral authority. With apologies to Sheryl Sandberg:

Has McGillivary commented or even been contacted about Rossi? I believe it has been discussed that they won't ban or DQ a runner if the qualifying race - even with an incompetent RD such as McKeever - won't DQ a cheater.

I think Mike has finally accepted that he lost.
Mike Rossi lost to Ken Stillman and the 12 Basement Trolls (I want a cut if anyone uses that as a band name).

I don't understand why he locks down his Twitter account, but keeps changing his publicly viewable profile picture. He clearly feels the need to fight the trolls.
I also noticed that his Twitter post count is going down. That means he's deleting his posts again. He has so many regretful things to manage.
Maybe, Mike can take a lesson from the "great" Jason Giambi. Jason apologized for actions without directly saying what he was apologizing for.
Here's part of his statement:

That seems like a reasonable method of damage control--qualify legitimately in M50 and then say "see? I did run that 3:11." The thing is, he'd still have to cut 14ish minutes off of his PR at an older age. That would mean he'd actually have to train to do it.
During the process of completing his first ever legitimate marathon training cycle, I wonder if he'd realize how much work it is and why his cheating rubbed so many people the wrong way.

Can't see him doing it. The hardest thing he has done in his life is to make his twitter feed private. Would love to watch him try to hit the workouts of a 3:11 guy though.

It needs to be certified. The whole challenge is based on him legitimately running 26.2 miles in 3:11:45. If the course is found to be short, like Salazar in NYC, we don't pay. What part of common sense do people not understand.
