No, a margin of victory of one second doesn't qualify as dominating. You need to be ahead by a good bit more than that to qualify as dominating someone.

My grandpa tells of past rivalries between San Franciso Bay Area and Boulder/Colorado Runners. His favorite is about Oakland's Doug Padilla slamming runners at Millrose Games. Not that I was even thought of yet but it sounds brutal and frightening.
