You have no idea what you are talking about and you need to read about the actual process. It's performance at the trials races ONLY. Just like past years.
1. first shot at the team: A top 8 place at the rio test event is an auto spot. if two Americans are in the top 8, they both make the team.
2. next shot: if no one gets a spot at rio, next is shot is chicago WTS where one spot is available (if placed in top 8)
3. Next shot: a race TBD. and unlike the others, they'll probably take the top two or three outright as USAT has not specified a top 8 requirement.

I really doubt we will have an American in the top 8 at the Rio test event. Other countries will also be using this as their auto qualifier for their respective Oly teams because it is the Olympic race course and everyone wants the best athlete for that course. top priority. So it will be Seriously competitive. Essentially the Olympics before the Olympics.
So the Americans will be gunning for one spot in chicago and then two spots at the TBD third selection race. I believe we will have 3 spots available for the US men. It is also possible that no American finishes in the top 8 in chicago but I doubt it. In that case, all 3 Americans would be chosen in the final selection race.
Some Yanks will taper for rio, some just for chicago, some for both if they miss in rio but chicago will be a much easier race to get a top 8 place than the rio test event. Much better odds at getting that spot 6 weeks after rio.
What does this mean for Webb? He has just an equal opportunity to make the team as any other American with a rank of 140 or better. This is the only place rank applies and its only to get your foot in the door eligibility wise.
Manny Huerta did it in 2012, a non-swimmer, who upset the two favorite Americans of that time. Webb can be the next Huerta if he gets his head on and his confidence and swim up. He's got a solid year to focus.
Points also matter because without enough points an athlete can't even get into the qualifying races...
So only the top 6 Americans will get a shot at the test event I guess... Therefore, as you said, points are therefore crucial for the Americans presently ranked between 4th and 14th...
I assume that the others are too far off at this point to make it to top 6.
...And the top 3 are pretty secure...

right now I would say Webb has a 1 in 12 chance, he has to be top 2 realistically and I do not see him beating 11 out of 12
If he wants it he needs to go train with Lance A. for the bike, and redo his swimming as well, he just does not have the raw speed in those aspects and needs to pray for a tactical race and luck, that is not what typically advances an athlete through trials, etc. to a podium - sure it can happen, but seldom does

Again, you've either not read the selection criteria or (more likely) failed to understand them. To help you out, here's section 1.3.3:
- Athletes will be awarded a point value for results at designated events in the table below [the five events I mentioned in my initial post]...
- An Athlete's total score will be calculated by adding together his/her two (2) best scores across the five (5) events.
- The Athlete(s) with the highest score will earn selection to the Team.
This is the process that will be followed if none of the athletes earn auto selection. Auto selection would require top 8 in Rio or Chicago, or at minimum top three or better in the final selection race (location and details TBD).
