That was my first reaction too. But then I realized: this is actually brilliant! This is exactly the sort of exciting twist that track needs to draw viewers. No one knows how far the competitors will have to run--every lap could be their last. The tension! The drama! Anything can happen when the gun goes off! Maybe they'll run 5 laps. Or maybe it will be 12. Or maybe someone will forget to ring the bell and they'll have to keep running forever! Anything is possible! And it would keep NBC from cutting to a commercial in the middle of the 1500 because it might only wind up being 700m and they'd miss the finish.
