Yes, you can add reaction time to all the 40 times because the timers react to the runner and not vice versa as in track. Also, there are/have been multiple timing methods. Hand start/hand finish, hand start/auto finish, auto start, auto finish or a combination thereof. So no consistency from combine to combine plus no comparison to track times because of different starting methods. Football players running 40s with track-type starts will be much slower. Vice versa for track sprinters running 40s with combine starts.
