There is a general consensus here in Hollywood that sequels play to a dumbed down audience hence Bad Boys 2, Friday the 13th sequels, Miss Congeniality, etc. they are simply to play to the masses and each sequel gets sillier and stupider.
There are a couple of exceptions like The Godfather II and Rocky II otherwise it is just the same story, different city.

^^^ Spoken by someone who probably hasn't seen Matrix 2. Get a clue, man.
Road Warrior (Mad Max 2). Very few people knew this was a sequel to Mad Max. Road Warrior was definitely a better movie than Mad Max.
I'm trying to think of sequels that were better than the original.
Godfather II is almost as good as Godfather but not better.
Wrath of Khan fits this category well.

Love this trilogy. I would put it up there in the best trilogies ever. But I can't consider this a sequel because it doesn't add to the previous films or build on them. You can watch the dollars trilogy in any order without missing anything.

I already threw in Godfather II.
I couldn't think of another sequel that deserved mention until someone said 'Manon of the Spring,' the great sequel to 'Jean de Florette.'
He's right, both are great. Anyone who has never watched a foreign movie should give these two French films a shot. It doesn't hurt that the female lead in Manon of the Spring, Emmanuelle Beart, is one of the most beautiful women in the world.
