Probably because that's how his team plays basketball? If I have a 4:15 miler and your team's best guy is a 4:45 chump, should my guy have to run over hurdles or take walk breaks or something? You don't adapt your playstyle just to show mercy to a clearly inferior opponent.
If you don't adapt your tactics/strategies to the actual situation, you aren't much of a coach and aren't teaching your athletes as much as you could.
When I've had situations like a 4:15 potentially matching up with a best opponent who runs 4:45, I look for other races or workout opportunities. If I'm at an away meet and it's mid-season, I might have him run 400/800 if there's better competition for him in those off events and then come back with a 3200 tempo. If I'm at home, I probably have him run a workout before the meet starts and then have him focus on getting younger guys ready for their races. A 4:15 guy doesn't need to be setting PRs in dual meets.
However, the whole basketball/track analogy isn't very strong. As someone already pointed out we don't play defense in track. The 4:15 guy running hard doesn't slow down the 4:45 guy.
I am honestly stunned that people think what this coach did is ok.
