Now that he's out of the meat grinder that is the NOP I think Ritz is going to have a successful next couple of years in the marathon, at least relative to other Americans.
I guess my main question is whether or not he can get back into 2:07:xx shape off of his own solo training.
Basically I'm wondering if the intensity of the NOP training, although it led to him being injured so frequently, got him into really great shape and allowed him to achieve performances like his 2:07 when he actually WAS healthy
OR
Will having more control over his training now, and the subsequent reduction in injuries, still allow him to run as fast as he ever has (or even better maybe)?

None of the others have even hinted that they possess the sub 2:10 speed.

Hall has not hinted at sub 2:15 nevermind 2:10 in years. As close as he gets to the US Olympic Team is the press conference before the start of the trials to announce he will DNS because that is more honorable than starting and DNF'ing.
His wife has more chance of making the womens marathon team than he does the mens.

Hall without question is the most talented marathoner of the bunch, miss-steps have kept him from greatness. Meb is the most calculated and strategic, Ritz is the most balanced runner as in -x, track, marathon. They are steps ahead of the rest. Always the wild card that comes out of the blue remember Mark Conover.

I will agree with your statement that I put in bold. Problem being that talent alone means squat and does not get you on marathon teams. Until Hall shows in a race he is back on track (2:17 for a 2:05 - 08 guy is not on track) then he cannot be called a favorite to make the team. If he run 2:12 range in LA then yeah we can start talking about him having a legit shot at one of the 3 spots.
