Yes, it's actually a very insulting view of Kenyans, the idea of the "noble savage". A very paternal view, one that basically says that Kenyans wouldn't dope because they are too simple and dumb to understand the obvious advantages of doing so.
I almost dont blame Kenyans for doping. Their country is a terrible terrible place. If all you have to do is take a series of injections and that allows you to leave that place- HECK YEAH! Sign me up!
