Yup.
Cold races. I can't imagine wearing tights in a race here in the south, but when it drops below freezing, it's nice to keep a layer between the outside air and the quads.
Super windy. Less flapping, less wind resistance.
Rain. Less chafing.
All great half-tight weather.
