Real men who are real runners with appropriately anorexic-looking bodies wear tights below 45F. Half tights are capris, for women only.

If it is cold enough for something other than shorts, then wear full tights to keep calves and achilles warm too.
I think some people think half tights are less restrictive than full tights.
If your full tights restrict you that much, get thinner, longer, better quality full tights.
Others may think half tights are for temps when its too warm for full tights.
Again: there are different thicknesses of full tights.
Also there is the option of tall compression socks with long compression shorts

I thought half tights were the ones that are like bike shorts (but without the seat padding) and end between mid-thigh and above the knees. The ones that end a bit below the knees are called 3/4 tights for men or capris for women.
Half tights/3/4 tights and tights are compression if they have a strong spandex squeeze, or not compression if they are merely form fitting.
I pretty much only use half tights in the garage on the treadmill to avoid chafing issues due to lack of a breeze in, but I'm not against using them outdoors. I got a pair of 3/4 tights compression tights for the first time last spring, and actually find them pretty nice in a lot of cool conditions. I live in AK, not mid-America, so there are plenty of male athletes (skiers, bikers, runners and such) in tights and there isn't a stigma to it like a lot of other places.

Compression shorts generally thinner and designed to be worn under other shorts or pants. Half-tights are thick enough wear alone. My compression shorts are pretty completely transparent when wet.
That is my definition at least.
I must admit I don't like the way almost all middle & long distance runners train and race in tight shorts. I love the fact David Oliver wears shorts to race in - legend!

They were very supportive and loving. What kind of reaction did you get from your parents?
I just moved up north and am figuring out how to dress for the cold.
Yesterday was 15F and 27mph wind, so I broke out the tights. I was fine until the portion of my run which was directly into the wind for 1.5 miles. I was completely warm but my d**k nearly froze off! I had to stop at a convenience store bathroom to warm up my junk. I covered it up with one of my gloves for the rest of the run, but this is not sustainable.
What should I wear? Half tights below full tights? Shorts on top of tights? Briefs below tights?
Shorts over tights works well against this kind of problem, but is not fashionable enough for some people.
You could also get some windbreaker briefs, or tights with a windproof area in front.
I prefer half tights when I have to run in the rain. They do not get soaked as much as shorts which helps to avoid chafing due to wet heavy shorts. Or when it is really hot and I am sweating though my shorts, half tights do not feel as drenched in sweat.

Why do you think they are unflattering? I think I may be getting capris and half tights mixed up. Or are they the same. They are tights that just cover your knees right? I wear them when it's cold enough for me to worry about my knees.
Capris cover your knees, half-tights only go down to just above your knees. I'll wear capris whenever and think they look fine.
The best half tights I have found (and some of the cheapest in price, best looking, and good quality) Eastbay's half tights (the actual Eastbay brand, sold on Eastbay.com)

Shorts over tights may or may not be good enough depending on how wind resistant they are. Underwear (boxer briefs or briefs) with wind-resistant front panels are used by cross country skiers under their race suit bottoms/tights, but are kind of expensive for what they are. I usually just wear cross country ski pants with wind-resistant fronts in the wind and can use any underwear underneath.

I wear an extra pair of running briefs.
