0% is only slightly below the normal value? Sure, if you consider the normal value is around 1%. But 0% means the body is not making any new red blood cells, and unless they are coming down from Everest Base Camp, it's a red flag for sure. But this isn't about reticulocytes. It's about what actually was going on during '06-08 and what is probably still going on: Not enough follow-up testing, and why? Money. There isn't enough money to test everyone properly.
My GUESS is that extremely high profile athletes, who have more resources than the IAAF, and extremely low profile athletes, who are a waste of time and tarnish the reputation of the sport, are difficult for the IAAF to go after. Of course there should be further investigation into what the hell is going on. But that doesn't mean it's appropriate to release this list to the public 6-8 years after the fact. Everyone on that list is going to be crucified and that is what pisses me off.
