Would be great, but if you're trying to avoid the heat of the direct sun and keep it in the dark then a 3am start just to be on the safe side. Sunrise end of Sept/beginning Oct 5.25am.

For instance Paris is two hours behind Doha, so if it's going be run under lights, 9pm would be a good start time. If it's the US market then a 3.00am start would be a 7pm start in New York.

The IAU 100k World Championships are in Doha this Friday. Even though it's November, they're starting the race at 6 p.m. and running into the night to avoid the heat—and even with that, many of the American and British runners did specific heat training before the race. I think the 50k World Champs were in Doha last month, too, which would be an even closer comparison to what the 2019 WC marathon will be like.
This is just a side note I guess, but Doha will probably still have the ban on homosexuality in 2019.
It was naive to think Doha would lose. Oil money will win every time. The world cup bidding scandals proves it.
I have been to Doha twice, the first time was in late May and the second time was in early Sept. In May the mid-day temps were in the upper-80s, it was in the mid-70s for my morning and evening runs...hot, but tolerable. In Sept, the temp was 104 the day arrived and only went down slightly over the next couple of days. During my Sept trip, no matter how early or late I ran, I was only able to jog a couple miles and was eventually reduced to the hotel treadmill. Granted, at this time I was long past my competitive days and had gotten soft, but I can't imagine running a race over a mile in Sept and a marathon would be unimaginable.
The IAAF certainly knows the Doha temp issues better than I do, but even if they delay the WC to Sept and run everything in the mornings and at night, it is still going to be very hot. I just don't see anyway around that.
