The title of the thread has been changed as the decision - Doha - is now in.
The IAAF with 2 hours advance notice just sent notice they are live streaming the 2019 Worlds Decision.
Everything starts at 6 am eastern today (1.5 hours from now) with the final 3 cities presentations, and then there is the vote and announcement of the winner. More info with and embed to the stream here:

I think but am not sure that only the IAAF council votes on this which is these 27 people.

I think there is a desire to have a Worlds in the US. The drawback is Eugene is much smaller than any city that has hosted Worlds and little has been revealed about the plans for Hayward Field, etc.
