Whenever you're running in to the wind just be stubborn about sticking at the back of a pack, even if the pace is slow. You can move up and make up for lost time when you've got a tailwind, and once the race thins out more in the second half find someone who is going a similar pace to you and switch off leads with that person as long as you can.
Wind can be brutal but if you're smart about it you can negate its effect significantly. Also try to let it get to you mentally.

I ran NYC twice, and there is ALWAYS a headwind. One year I had about 8mph and the other about 12mph. I Pb-ed in one and ran my second fastest time the other. Don't worry about it, just tuck in, there a loads of people. And the temperature looks absolutely perfect. Have fun--it is a great race.

I ran 82. The wind was a bitch but we all ran the same course.
