Red Dead Redemption 2
It's impressive!
Just broke out the PS2 recently and played Medal of Honor: Frontline. What a game! Made in 2002 but already ahead of it’s time graphically. And cookin some Nazis!

Ocarina of Time is an excellent choice. I dusted off my Super Nintendo last fall and replayed the entire game. It was still tons of fun. The fact that it still is 22 years later is a great testament to the game.
Mario Kart on Super Nintendo is another one of those games. I still have my Super Nintendo hooked up and play that from time to time with my friends. Beer + Mario Kart = Awesome.
I have a PS3 as well but play that less often than my Super Nintendo.
Ocarina isn’t on the SNES.
I have to agree with those who say GTA Vice City is the best all around game.
A couple of posters mentioned Tecmo Bowl and that is at the top of my list for fun factor. I was pumped to discover that the original arcade version is available on the Nintendo Switch and we just bought one for my 6 year old. I know what I'll be playing when he's in bed!

Too many different platforms and types of games to pick one that would rule them all. There are obviously some massively influential games that I wouldn't necessarily say are the "best"...SMB, Pac Man, etc.
My personal choice right now is Red Dead Redemption 2, on PC. There really isn't a category that it doesn't check. Fantastic visuals, the best of the best in voice acting, compelling story, large area and detailed area, great character building...who doesn't love Arthur and hate Mica by the end?
The ONLY thing I don't really like is that the game starts you off in a snow storm, and I hate games where you have to play in the snow. Thankfully you can be out of that area in about an hour.
I think I'm going to throw in Assassin's Creed Odyssey and Assassin's Creed Valhalla into the mix as well. They look just as good as RDR2, or nearly so, the worlds might be even bigger, the voice acting is generally top notch, lots of detail in the world. Knocks on it are that there are some NPCs with really bad voice acting and it sticks out. I'd also say the main characters aren't exactly sympathetic, although I did like Eivor more than Kassandra.
GTA4 and 5 are both great, and I prefer GTA4 more than 5.
The Fallout games and Elder Scroll games are fun, but they aren't quite as good as any of the games above.
So in my case, I love open world games with some sort of tie in to history, where you can explore, and the gameplay makes you want to keep going.
Honorable mention: Mass Effect 2. The Female Shepard character had great voice acting and decent character building, the game play was really fun, the soundtrack was fantastic, only the story was rather "meh." Played through that game about 7 times at different difficulties and builds.
Doom & Quake series.

The Fallout series is the correct answer. Great games with good replay value and endless mods to enhance and extend the fun.
