I didn't read the whole thread but I don't see anyone addressing that any inside pass that draws contact, unless the leading runner mover outside of his/her lane, should be an automatic DQ to the passing runner. As soon as there was contact, by the rules, Rowbury should have been DQ'd. Done. Over. No debate. Check the rules.

"Legal Running Without Lanes The following situations will constitute legal running in non-lane events:
1. A competitor may run anywhere on the track at any pace or any change of pace as long as the competitor does not impede or obstruct by any body or arm action the progress of another runner.
2. A competitor may pass another runner legally on EITHER the right or left side.
3. A competitor may cut in front of another runner, provided that the overtaking runner has one full stride. (This rule also applies to the curved line start.)
4. A competitor who is lapped in a distance race shall run a normal course."
So according to this and the video evidence Jenny's arm impeded Shannon's progress so according to the first rule she could be subjected to a DQ

Had Jenny, who had looked up at the video screen, not stuck her arm out wide near the end, Rowbury wins with her momentum. People, Simpson did not dive, she lost her balance when she stuck her left arm out and made contact with Rowbury. If that's not true, who actually thinks she would have dove if she didn't know that Rowbury was there? Between the looking at the stadium screen and arm contact, Simpson fell forward and took Rowbury with her by knocking her off balance...she didn't dive either!!!!!
Simpson was dumb for running that far away from the inside rail of the track "once in the straight away." That allowed Rowbury to "legally" pass on the inside and again, her momentum gives her the win, if not for the contact created by Simpson.
Argue if you want, but anyone who believes that Simpson's contact didn't slow down Rowbury needs to get their head examined. Without and contact, Rowbury wins, 100%.

There is a rule against obstructing a runner, therefore JS obstructed Rowbury? Why stop there? There are laws against assault and battery. So she should go to jail.

'Jostling' is the likely keyword here. There is 'jostling', 'obstructing', and 'impeding'. 'Obstructing' and 'impeding' are very similar. 'Jostling' is not exactly the same thing as 'obstructing', but can indeed affect a runner's normal stride. People should check the "IAAF Rules and Regulations for Track", specifically with regard to 'jostling'.
The first contact that was made was slight between Simpson's left arm/hand and Rowbury's right arm/hand. It's possible that further amounts of this type of contact affected Simpson's stride, and Rowbury's stride.
So the first contact would be under the classification of 'jostling'. Would the 'jostling' have occurred if Rowbury had not run up into that space? You decide.

For further research, readers may want to review this video of Lagat winning the 2007 Osaka 5000m over Kipchoge. In this case, it appears Lagat actually does seem to cut-in on Lane 1 (much more than Simpson did), and it is after he overtook Kipchoge near the finish, choking Kipchoge's progress off, so possibly, for this specific case, he did not have sufficient stride clearance to be in that space at that time, although no foul was called.

Why?, because under rule 2. it could be argued that Rowbury didn't "pass another runner legally on EITHER the right or left side", she tried to pass illegally, i.e. there wasn't enough room to legally pass on the inside of lane 1 which meant she was in contravention of Rule 1.

Now it is illegal to pass Jenny when she's in the lead!
