Look at last year's WIAC cross and distance results. The Falcon women were 3rd in the WIAC and I think 5 or 6 in the region. Not to mention multiple WIAC champs on the track for distance. The issue was never distance there, when they won NCAA's in 08 it was distance that lead the way. The previous women's distance coach did great things, increasing the roster #'s, creating depth, and bringing in people who could compete in that league.
Chris can do great things there if he can overcome the administration and be independent in his recruiting. The program has been set back years due to the current and previous head track coaches. If Chris can mend relationships with the local coaches and separate himself from Decker and help Cole understand how to act/coach in this region, the Falcons can be very good.
Trust me, I know the WIAC from personal experience, UWRF is a new AD away from being the next Osh Kosh...but nobody can be La Crosse unless they move the state meet.
