Ice relieves pain and breaks the cycle of physical breakdown/pain/imprecise defense mechanism. This aids the body in getting back to homeostasis. A great deal of "non-inflammatory" pains do include microinflammation which is effectively hampered by icing.
However, icing should be combined with rest,and not be used as a means to be able to train.

I ice at my desk all the time!! We are a multi-billion dollar company but no one complains... sucks for you that someone complained. Find out who complained and make their life miserable.
The reason you have to ice your feet to begin with is because you are not running enough.
