Wetmore is a known Lydiard disciple and usually builds up mileage.
She also had to transition from sea-level Florida to altitude in Colorado. Which probably affects the times on the track as a freshman. (and some of those races appear to be early season and low key).
Given the new mileage, transition in altitude and different focus of events, it might not necessarily translate to track speed in the 800/mile. Do well in XC, but takes another year for it to pay off on the track.
However, like you said, the athlete needs to transition into the body and the training. Mary Cain might hover around 4:00 to 4:05 for the next 4-5 years. But when she's 23 to 26, she's running 3:56-57. I think Rupp was 13:37 while in high school, but took years to steadily chip away at the time.
