There didn't need to be. The track was designed for the a Mile (two-mile) not no metric 1600 conversion track.
The rail isn't required for a record. Cones can be used as well and you'll see that there were cones lining the curves for the meet
How many HS tracks have rails? Very few. I'm sure there have been a few National records with no rail.

Did you read the post? If you didn't realize, he's saying that it doesn't make much difference if there is a rail on the track or not, because the time they ran is still the time they ran. It's not like they were cutting the corners short, and it's not like every HS track has railing.
Article on the South Eugene team from 2009, another year the record was "under assault." With quotes from John Gustafson, Steven McChesney (Billy's older brother) and Coach Harry Johnson.

I was there and there was a rail! Actually, although I really was there, I don't remember if there was a rail or not, but I'm sure somebody does. Bill McChesney was the star and ran the fastest leg.
Great job by Coach Jason getting the team revved up with "less is more".

I watched the race and saw 12:58 at the 3 mile mark for the hand off for the 3rd to the 4th leg. I had him at 4:08 Mid. I was thinking (hoping) the three sub-9:00 guys would MAYBE combine for sub-12:40, the hope for a sub 4:20 from weakest leg and break 17:00.

The record was set at the Axmen Relays at SEHS. hard to believe that there was a rail/curb. Read the Dystat link above.
I was not there, and I would hate to argue with John Gustafson, but a photo of the 1976 record appears to show a white stripe as the marker for the inside of lane 1, and a concrete border that appears to be at the same level as the track surface and is at least 4 inches further inside of the stripe.
