Like others, I don't understand why Massachusetts is even being mentioned in this thread. Hell, ten men broke 4:00 in the same race at Falmouth last summer.

Wisconsin hadn't until a few years ago. There is a video of it on youtube, but the runners in the race were so unremarkable as a whole, that I don't even remember who was in the race.

Re-add Alaska - someone ran the first sub-4 mile in Anchorage last summer - right before Dunbar ran the first sub-4 by an Alaskan (but not in Alaska).
Also - there has never been a sub-4 mile run in Colorado on the track.
I'd imagine the Dakotas never have.

Frank O'Mara ran 3:53 indoors at Brown, so add RI. I'd be surprised if Mark Carroll and Greg Whiteley haven't both done it, too.
Pat Casey put one up in Montana a few years back. Nearly put his name on New Mexico too but Leer was a couple strides ahead.

The 1500m is not the mile. However, there was a Grand Prix meet held in Atlanta in May 96 where Morceli ran 3:50 and Holman was fairly close behind.
South Carolina got its first sub-4 in 2007, by none other than Mr. Webb.
