This seems exactly like what the Russian were doing with Xenon gas, which was not specifically banned so therefore was okay to use. There was no reason for the Russians to advertise their use of the gas because doing so would result in their losing their edge over other countries.

Fine, look at the Olympic results. The European countries all punch far above their weight in the overall medal counts (but they think they are inferior in running and so give it little effort). I'm a norwegian. We kinda suck at soccer. What is your point btw? Medals in any other sport does not relate to running or running genetics.
Running is a basic humans skill there has been evolutionary pressure on for hundreds of thousands of years. You can't say the same for table tennis or curling.
There are other someway comparable sports where certain groups are over/underrepresented. Like power lifting. This kind of strength is also something you are born with, and you can only train it to a certain extent. Do you think the lack of Ethiopians or Kalenjin tribe power-lifters is only due to the lack of power-lifting culture in East Africa?

It is down to Single Nucleotide Polymorphism (SNP-pronouced "snip"). It means that a single change in the nucleotide sequence can produce significant changes.
An example would be a myostatin variant where an SNP can result in a high-proportion of fast-twitch muscle fibre, an intermediate distribution, or a high-proportion of slow-twitch.

you can clearly see it watching Rupp's stride rate versus ANY kenyan in the race. Rupp(or any white runner) has almost no hamstring extension or high butt kick, but EVERY kenyan does. The white runner has the knee lift but no powerful extension.. shorter stride, less power.

The only genetic advantage they have is no history of big cities and civilization. Nordic people have the same advantage, but have dropped out of the sport because they are fewer and have no financial incentive. A Norwegian can make more money working in a gas station than as a pro track athlete. Skiing brings both fame and fortune.
As for strong upper bodies, you're looking at Kenyans through the distorting lens of athletics. They are not all little skinny ectomorphs. Rugby is a much more popular sport there.

No, he won't.
Think about what ventolin predicts. He does not predict Rupp will run 12:40. He predicts that Rupp is capable of 12:40 when the sun, moon, stars, tides, pollen, magnetic fields, and a bunch of other factors align.
The only way you could come remotely close to disproving a V3 claim is if Rupp gets a race on a cool, calm, day with even, consistent pacemaking to 4k in 10:08 +/- a couple seconds. If he fails to run near 12:40 from there...or is dropped, that is about as close as that.
I find it next to impossible that Rupp can run 12:40, or even lower 7:20s, let alone 7:20.00...but just because he doesn't run 12:40 doesn't really disprove what V3 is predicting regardless of how good or how absurd one thinks his calculator and assumptions are.
