He deserved to be fired as he was not hitting his recruiting targets, had low retention, and couldn't follow departmental rules regardless of how stupid they might have been.
Have you listened to the recording? If that is the case then fire him for having a low number of recruits, not running the Boston Marathon. He asks the AD if he would have been fired had he went out of town to visit his Mom on Sunday and Monday and the AD says no. To me that shows that it was clearly due to running the race.
