I heard the meet is being moved to West Viginia, on a course which sits about 3,300 altitude. Can anyone confirm this and why isnt back at the Lehigh site?

I believe you are mistaken with the D-2 East Regional which is in Canaan, WV. As far as i know the D-3 Mid-East Regional is at Salisbury University in Maryland.
I would presume that the meet is not back at Lehigh because other teams bid on the site and the Mid-East coaches voted elsewhere. Of course, this is just my opinion.
The regional meet site is always a hot topic at the coaches meeting each year. In the past several years, the Mid-East has been scrambling to find anyone to host the meet. Either schools didn't have a appropriate site, or the other coaches felt a particular site was too hilly, or none of the easter coaches wanted to go to western PA, or some schools were just tired of hosting every year. Lehigh was a last ditch measure to host on their site as no one else wanted it. Actually, one school was scheduled to host originally, but then had a coaching change and couldn't take on the meet. Some of the coaches put their heads together and were able to get Lehigh as a site to fill the gap. Salisbury said in 2000 they could host but not for a year or so...they may have been the only place to bid for it in 2002. It makes for quite a trip for the W PA schools who have typically had to travel 6-7-8 hours, and now have to add a few more hours. In general, the Mid-East has had to utilize whoever was willing to host the meet.
i believe that dickinson and frostburg had at one time agreed to host the 2002 MidEast Regional, but for some reason they switched it to salisbury. this does suck for those of us in western pa, having to drive the 8-10 hour distance. however, salisbury appears to be a nice course, and it will be cool to be down near the coast.
