seems pretty obvious they were just swimming/running together. obviously the run was very slow, so I don't get why they just didn't do this for training. Unless the other guy was racing and Webb was just doing it with him for fun.

Probably practicing his sighting,drafting skills. There can be a lot more physical contact at the start of an open water swim than a running event on the track or roads. Plus it was probably close to 90 degrees at 6:30 pm.

Her swim time was about the same as Webb's so she is probably a swimmer (non-skinny) and her run time (17:42) seems quite fast for a swimmer. So Webb's already pedestrian 16:18 seems even more so.

It looks like the top 5 finishers are all part of this elite development training group, so the race was local for them. The picture sure looks like "the Chad Hall". For what it's worth, Ryan and Chad's father did triathlons, though I don't know that he was ever anything more than an age group competitor.
