When it comes to Nike/Oregon the rules don't apply. Rupp should never have been allowed to run in the NCAA and continually violated NCAA rules throughout his time at Oregon.

I don't know the NCAA rules on coaches & volunteer coaches, but I know that not everyone on that page is a UofO "track coach". Some of them, maybe 40-50% are support staff/directors/trainers. The Radcliff can be seen on TV at Duck football games.
My coach had friends that would show up and help often times, simply because they enjoyed being around the program/atmosphere and their friend (our coach). They would talk to us, give us some words of wisdom and encouragement. It was cool. We never considered them coaches though.

Relevant rule on volunteer coaches:
NCAA Bylaw 11.7.4.2.3.3 Volunteer Coach -- Cross Country Track and Field. An institution that sponsors cross country, indoor track and filed, or outdoor track and field as separate sports may use the services of one volunteer coach for each of the sports that it sponsors. Each volunteer coach may coach student-athletes in any of the three sports throughout the academic year.
Since you add together the number of coaches permitted for men and the number permitted for women, that's 6 volunteer coaches total for XC/IndoorTF/OutdoorTF.
