What do you mean by the "top group"? And what do you mean by "the tour"? He did not race the TdF this year, and there are drug testing rules that govern every Grand Tour. I am sure they followed them in the case of the Tour of Spain in 2013.
I can't tell you whether Horner is a guilty doper or not, but why do people sound off on here about things they know NOTHING about?
Horner has been a top rider at every level he has competed at for 20 yrs.

He runs indoor, but not a lot of races, and he runs outdoor, but very few races. He doesn't run XC or road races. Not that he needs to, but in the days before testing was a thing athletes raced 50 times a year. Guys like Nick Rose, Virgin, Lindsay, Rodgers, Shorter ...
Steve Scott routinely raced 50 times a year. There were guys like Ben Durden, Kjell-Erik Stahl and Rodgers that ran 4 marathons a year.
I think Rupp runs 4-6 indoor races and 5-8 outdoor races each year. It would be great if that changes, but I don't see that trend reversing.
Ritz ran more races in one year of high school XC, indoor and outdoor (about 60-80) than he has in the last 5 years as a pro.
Today's distance runners are barely competing.
Daniel Komen's manager described that he used to take every opportunity he could to race.
He also had a professional career that was approximately 2 years long.
As far as recent injuries go... Bekele was injured for over a year. Rudisha has been recovering for nearly a year. Solinsky's injury basically ended his track career. Jeilan was injured shortly after his 2011 WC victory and hasn't been able to replicate his success. Ritz has been injured as frequently as always.
You can imagine why many runners aren't too eager to run in large numbers of races.
Moreover, there ARE many runners who race frequently, namely, the army of Kenyans that pour into the European Circuit and onto the roads each year. Incidentally, almost all of them vanish shortly afterwards.

I don't think being one of the most tested athletes says anything... It doesn't say he's clean (obviously Armstrong wasn't). And it doesn't say he's being targeted if your racing a lot. But, does Rupp really race that much more than anyone else? Or is it that he places in the races he does compete in and the top 3 are tested?
It seems kind of unfair if racing a lot triggers more testing, because a higher frequency of racing has nothing to do with how likely someone is to be doping.
Well, I am glad they are focusing on where the real problem is. Already SCRAWNY distance runners and cyclists harming their health even more by taking ridiculous amounts of drugs. I hope they'll catch them soon.
At the same time I am glad they're following a more sensible approach with sprinters, who work hard for the physiques they carry. When you train 8h a day, you have no time to bother with drugs (and drug controls). Case in point: most positives in sprints where tainted supplements (see Tyson Gay) and had nothing to do with intentional drug abuse.
Rather than looking at how many times an athlete is tested absolutely, maybe look into how many time they are tested proportionate to the times when they could be tested? If Rupp runs a lot of events that test or where testing could conceivably be done at that event, doesn't it stand to reason that he would be tested more often?

Armstrong claimed a lot of things. Many of those claims were not credible on their face and turned out to be false. I don't take any of his claims at face value.

According to that report Athletics had about the same number of tests as cycling. I would guess those are distributed over a larger number of competitors in Athletics but without more data it is impossible to know for sure. Football actually had the most tests by a wide margin.
I have checked other federation websites (France, Germany, Italy) and can't find that any of them list athletes by name either. I am not fluent in those languages but I am pretty certain of that. Without any listings it is possible Rupp is the most tested athlete in the world, or possible that he is #9000 on the list of most tested. No way to say for sure. I wish that information was available for other countries.
Yes, switched hotels AND notified all the proper authorities within the accepted deadlines that he was planning to make the switch. They couldn't find him because they were unable to follow their own protocol. Doping officials confirmed after the fact that they did have on hand the proper documentation of this changing hotels ahead of time.I have no opinion whatsoever about his cleanness, but if you're going to make a claim like this please provide all the relevant information.

His pantry is filled with special multivitamins. He is forever improving his time--even as he gets old in runner years. Things don't add up, that is why Rupp gets special testing.
