The 1/1/13 date is for the Combined Events Championship. What is that?
Combined Events is heptathlon and pentathlon.
The way I read it is that one has to meet either the USATF Standard for the meet (

He ran a 4'01 mile after a 13'01 5k and 4 other mile repeats

I really don't know what the issue is, he probably appealed to get in, which you can do. If the USATF thinks you're good enough, they will get you in. This happened with Goucher and Webb in the past.
There are many better reasons to bash Nike and Rupp than this.

I thought the same about Rowbury, but she apparently ran a mile race in ABQ on 2/15/14.
Her time was under the USATF indoor qualifier of 4:46, so she actually has a legit qualifying mark for the 1500m

Is that 3:50 still valid? I don't know when the turnover happens on those and they become invalid.
Rupp also ran 3:52 in London in June, so if just given a one year rolling calendar then I'd assume he has the standard from that performance.
Rupp don't have to qualify for a time. He's Fi'n Rupp! That's like asking Mike Jordan to come off the bench.

Last time I checked 2012 was 2 years ago.
