Check out the world junior championships sometime. You need to run 13:30 or 28:30 in the actual Championships.
Even if this kid did run 4:17 he would not even make the World Youth Championships. Last year it took 1:48.xx to medal in the 800m.
3:36, 3:42, and 3:42 were the medalists in the 1500m. The Junior Champs are faster than this.

Jason Balkman ran 4:18 as an 8th grader. Ran well in HS, 4:16 mile & CA state champ in xc and 3200. Went to Stanford, ran for Vin. Multiple time All America. Ran in the trials.
Probably could have been even better but he's smart... A doctor now. Still can be seen out on the trails crushing 6 min pace though he hasn't run for a month. He's most famous for winning footlocker west region in Fresno in 14 something hen not going to nationals because he had a date to his winter ball. She must have been fine!
