This isn't a very smart response.
If you tried to run 13:00 pace with Rupp, you would blow up and struggle to 16-something. Does that mean you are over 3:00 behind Rupp in ability? No.
Levins was forced to run outside of his comfort zone to pace Rupp when the pacemaking team didn't do the job. Levins said as much in an interview. Of course the end result was slower than his ability.
