letsrun May 2010:
"Think Deep
Moroccan runner Aissa Dghoughi has been suspended for three years until December 27th 2009 for escaping a control. Closely related to Frenchwoman Latifa Essarokh, who failed a test for stanozolol in 2006, Dghoughi had been spotted selling drugs around St Moritz. He had already made the headlines in early 2005 in France when EPO and growth hormone had been found in his car during a routine customs control.
A bag with 10 syringes, two EPO bottles and a box of growth hormone was discoverd in Moroccan runner Aïssa Dghoughi's car during a routine control by French customs at a tollbooth. A 10000m runner (28'12 in 2001) Dghoughi will be prosecuted by the French justice for illegal drug possession

Dubai marathon results list him as American. I'm assuming that's a mistake and he's moroccan:

Let me know if he's American as he just ran 2:09:11

"I looked at Aissa Dghoughi's splits (17th place, 2:13:35, also from Morocco, living in US, and listed as American in the Dubai race). Splits were identical through the half marathon. Either they ran together for a while or the timing process somehow got them mixed up on the course."
Are Aissa's results still there? -
I wonder what the finish line camera has to show.

Some guy with a black baseball cap pulled down over his eyes
and different shoes than at the starting line. -

I'm not sure why you'd take the agent's word for gospel. -

Whatever they did, it was a lot of work for only $8,800

Neither Harroufi's nor Dghoughi's results and splits are still there. I think the timing was messed up for them and others. I heard that it was a bit disorganized. Both are from Morocco and not from the US. I'm pretty sure they took 9th and 16th respectfully. You'll have to look up the official results which has it all listed correctly. The right times, right places, and right countries.
Fred, you seem to single out those two. Why the intense interest? -

Fred, I did a Google search on Harroufi and Dghoughi. Dghoughi ran a race in the US (Bix 7 in 2012 http://aissad.blogspot.com/2012/07/2012-bix-7.html ) and surprised people by finishing 9th and "in the money". Do you think that he somehow cheated in that race (which a USA-managed race)? Maybe he is just a good runner. Bix 7 didn't remove him from the results. -
This was probably a case like Jason Hartmann, who dropped out of the NYC marathon and got on one of the carts. His chip kept registering at all the checkpoints and he ended up showing some sub-5:00 pace splits all the way to the finish even though he was running much slower that before he dropped out. His result was eventually deleted.
-
That doesn't explain why Dghoughi's name was removed from
the official results. -
Its no secret Aissa has been busted years ago. He has been slow for quite some time but recently especially ending 2013 he dropped from recent 67ish half marathon down to 62 I believe. He also just ran a 2:13. You think this lad is still clean?? HELL NO
Race directors need to wake up and stop funding athletes with previous drug suspensions
Oh it was rumored that Harroufi was a doper back in his heyday and I for one believe it. He was a chronic racer who dominated and ironically was great friends with none other than Eddy "EPO" Hellebuyck -

Aissa Dghoughi wasn't removed from the official results. Check out his profile on the IAAF site:

Also here (look at 16th place):

Nopers123, Are you suggesting that US race directors need to take action based on rumors? For me, I think we leave the rules and enforcement up to IAAF and WADA. -

Yes he was.
These are the official results, not what you linked to:
