There are sub-elite guys on top running clubs that never come close to that.
My definition of sub-elite would be "PR barely misses olympic trials/usatf nationals." That would take a 29 flat. So for a guy to be sub elite, they would have to run faster than him, not "never close to that."
So really, he is beating guys that are like, sub-sub-elite. He is beating DII all-americans, which is still remarkable, I am impressed with his times for his age, but your statement remains invalid.
